Even though it isn’t described as such in the Ladie’s Guide to Elegant Lace Patterns Etc, I’m pretty sure this lace is intended as an insertion.
The sample was knit with size 10 perle cotton and 2.25mm needles and measures 14 cm/5½” wide

Cast on 41 sts and knit one row
Row 1 (RS): k3, (k2tog, yo, k1, yo, k2tog, k1) six times, k2
Row 2 and all wrong side rows: Knit
Row 3: k2, k2tog, (yo, k3, yo, k3tog) five times, yo, k3, yo, k2tog, k2
Row 5: k3, (yo, k2tog, k1, k2tog, yo, k1) six times, k2
Row 7: k4, (yo, k3tog, yo, k3) six times, k1
Row 8: Knit
Rows 1 – 8 form the pattern. Repeat for desired length
